Conditional Use Permit
A Conditional Use Permit (CUP) allows special land uses that aren’t normally permitted in your zoning district but may be allowed with review and conditions.
You may need a CUP if you are:
- Opening a business in a residential area
- Adding upper-floor apartments above commercial space
- Operating an animal clinic, auto service, or similar use in commercial districts
- Establishing a church, daycare, or institution in certain residential zones
What You Need to Apply
- Site plan with proposed use and layout
- Project description (hours, traffic, parking, lighting, noise)
- Statement of how the use fits the neighborhood and zoning rules
- Parcel number and address
- Owner/applicant contact info
Steps to Apply
- Submit a Zoning Permit Request form online
- Staff reviews the request and contacts applicant to complete the CUP application and prepare a report.
- Public notice is published and mailed to nearby property owners.
- Attend the scheduled Planning Commission and Common Council meetings.
- Receive a decision and any conditions for approval.
