Conditional Use Permit

A Conditional Use Permit (CUP) allows special land uses that aren’t normally permitted in your zoning district but may be allowed with review and conditions.

You may need a CUP if you are:

  • Opening a business in a residential area
  • Adding upper-floor apartments above commercial space
  • Operating an animal clinic, auto service, or similar use in commercial districts
  • Establishing a church, daycare, or institution in certain residential zones

What You Need to Apply

  • Site plan with proposed use and layout
  • Project description (hours, traffic, parking, lighting, noise)
  • Statement of how the use fits the neighborhood and zoning rules
  • Parcel number and address
  • Owner/applicant contact info

Steps to Apply

  1. Submit a Zoning Permit Request form online
  2. Staff reviews the request and contacts applicant to complete the CUP application and prepare a report.
  3. Public notice is published and mailed to nearby property owners.
  4. Attend the scheduled Planning Commission and Common Council meetings.
  5. Receive a decision and any conditions for approval.
