Temporary Public Right-of-Way (ROW) Use Permit
A Temporary Public Right-of-Way (ROW) Use Permit is required when placing dumpsters, construction materials, equipment, scaffolding, or other temporary obstructions within a City street, alley, sidewalk, terrace, or other public right-of-way. This permit helps ensure proper placement, public safety, and minimal disruption to traffic and pedestrian access.
You need a permit if:
- A dumpster, materials, or equipment will be placed in a public right-of-way
- Construction, renovation, landscaping, or cleanup activities will block or partially obstruct a street, sidewalk, terrace, or alley
- Scaffolding or equipment will extend into the public ROW
- Materials or equipment will be stored temporarily in the ROW
What You Need to Apply
- Property address and exact placement location
- Description and dimensions of the obstruction
- Duration of placement (up to 7 days per permit)
- Contractor or responsible party information (if applicable)
Steps to Apply
- Submit an application below
- Pay $10 Permit Fee (per Obstruction, per 7-day period)
- Application is reviewed by Public Works and the Police Department for placement and safety
- Place materials or equipment only as approved - 1 Week (7 days) basis

All temporary obstructions MUST have one of the following:
- Reflective Barricades clearly marking the obstruction, with one such barricade being placed in front of the obstruction, and another such barricade being placed behind the obstruction
- Reflective Tape in sufficient quantity to be clearly visible during both day and night on the front and back of the obstruction
