Road Right of Way & Street Cut Permit

A Right-of-Way (ROW) / Street Cut Permit is required to excavate, cut, or otherwise disturb pavement, curbs, or utilities within the public right-of-way.

You need a permit if you are:

  • Excavating in a City street, alley, or sidewalk
  • Installing or repairing underground utilities
  • Cutting or removing curbs for a new driveway

What You Need to Apply

  • A description of the proposed work
  • Location and dimensions of the opening
  • Anticipated start and completion dates
  • Traffic control plan and restoration details
  • Proof of liability insurance
  • Cash bond or irrevocable letter of credit (held for two years to ensure restoration)

Steps to Apply

  1. ​​​​​Submit an application below
  2. Public Works reviews for safety and compliance.
  3. Pay applicable fee and post bond (if required).
  4. Perform work per approved methods and restoration standards with the following requirements:
    • Follow all safety standards, including signage and barriers according to the Wisconsin Manual on Uniform Traffic Control Devices
    • Keep at least one traffic lane open at all times unless a detour is approved
    • Protect underground utilities and notify Diggers Hotline
    • Ensure proper back filling and pavement restoration
    • Maintain the repaired area for two years after completion
    • Notify the City when the work is finished for final inspection

Fees

  • $20 per area, run, pedestal, handhole, and opening
