Ordinance No. 2025-10 Amending Ch. 391 Temporary Use of Public ROW

The Ordinance repeals and recreates Chapter 391 of the Municipal Code to establish a comprehensive permit process for the temporary use of public rights-of-way. The updated Chapter expands permit requirements beyond dumpsters to include building materials, construction equipment, scaffolding, landscape materials, and other temporary obstructions placed within streets, sidewalks, terraces, alleys, or other public rights-of-way. These changes are intended to improve public safety, consistency, and administrative efficiency while ensuring proper placement, visibility, and restoration of the public right-of-way following temporary use.
